So Bayern is basically building the german national team. Something like the Italjuve project only Germany has better talents at the moment.

Not really. It's impossible for Juve to do the same with Milan/Inter in the North, then Rome and and Napoli having major influence in their regions.

Stick in Balotelli, ElSha, Insigne. DeRossi and Verratti and we'll see who has better talents.
