It may not be cheaper, but there are built in relationships between Juve and clubs such as Fiorentina, Napoli, and Cagliari, et al, that would go a long way towards making the negotiating process smoother
Off course, however I don't think such thing necessarily applies to their best players as well. Cagliari didn't want to sell Radja for a decent amount, i.e...

They won't be stronger than Juve, Milan or Inter. I don't see them being anything more than the fluke they were last season.

But them becoming stronger than Inter isn't a farfetched though...I'd love to see them along with Roma to overcome the Milanese sides.

In reality, you could make the case of why would City sell Dzeko or Real madrid sell Higuain?
At least one of those two teams would presumably show interest in Cavani.

I think Napoli would do everything to sell to a club outside of Italy, if it came to them needing to sell him. Especially if Juventus were the ones interested.
