Ramirez seemingly has more upside because we don't know if he can develop into being a world class player. Perotti has less risk because he is an overall good player. The price will be an important consideration.
I think it is important to remember that it is proving hard for Serie A to attract/retain world class players, and for Juventus in particular at this moment. World class players aren't a necessity though. I feel it's more important to have a strong selection of top class players. Top class = players who are 1 or 2 levels below the best peers in their positions. With a team of hard working top class players formed into a well-oiled unit, Juventus can compete for the Scudetto and do well in the CL (quarterfinals and beyond) every year. Consistency is key, not just on the pitch but also in the type of players who are brought into the squad.
To me, both Perotti and Ramirez fit into this strategy, so either is fine.
