How do things work with signing u18 players? I know there was some problem with offering contracts to youngsters. The EPL sides could do it and that's how they "stole" Fabregas and many other players from Spain and Italy.
As a 16 year old I don't think this boy is under contract with Siena and I believe he is free to leave whenever he wants, right?

EPL clubs can take advantage over it and offer them a contract IIRC while Italians can bring them, but they can't sign till they hit 18
