Because people remember his Lazio days and not just his time in England.
He wasn't special (despite being fairly decent a lot of the time) at Lazio, he could have become a good fullback but hasn't. Bad defensively, lacks intelligence, barely any end product. And now with a high salary thanks to City.

balance is the key if you have 2 that do both phases decently than there is no problem
With the state of our attack down our left side I would say that we are very unbalanced with our full-backs. The need for Chiellini at left-back due to Lichtsteiner pushing high up field (and it is rare that Licht doesn't back track to defend anyway its like people think we have a three man defense or something) is highly overstated and just another excuse to not address our fullback issues not to mention the need to have Chiellini return to his natural position.

Agreed, he does not work hard enough, only usful on free kicks.

the situation is like this because we also have pirlo in front of defence
with lisch and kolarov we are bad
both attack a lot lischt does a decent defensive phase but kolarov doesn't

Do people think when Licht is going up the right that Kolarov will be in the box awaiting the cross or something? When one fullback goes up the other is literally the furthest teammate from the play so he will be back. I don't want Kolarov but having 2 attacking fullbacks doesn't mean when one is running the flank, the other is acting as a CF or some shit.

All it means is that you can now attack from both flanks and Licht will get a break here and there when the LB is bombing his flank.

yeah the problem is that kolarov is not good at defending
