Perhaps it was more of the fact Kostic wasn't keen initially to move to Turkey rather than Fenerbahce not making concrete moves earlier. It's only now he's perhaps realised any future at Juve is over.
The way I see it kostic replaces Kadioglu.

I disagree, it's been well documented that mourinho has been after kostic all summer. 6-8 mill is chump change even for a club like fenerbahce, loan with conditions of obligation is not an unreasonable request. Just my opinion but our negotiating skills is something to be desired at times.
a player turning down multiple clubs is not a case of negotiating skill. Wanna blame someone, blame whoever brought him to Juve and gave him his wages.

Arsenal are not going to chase him out unless he flops due to injury. Buying an injury prone would be a poor decision since JMedical is full busy these days.

Why would I blame the club? he was our best assister in his first season, now he just doesn't fit tactically.

Kostic is a better fit for Allegri's tactics than Motta's for one, Kostic is a wide midfielder with limited positioning hence why he doesn't fit in Motta's tactics.

Kostic was our best assister in the first season, I frankly couldn't give a fuck how many crosses he had to put in to achieve that, it's a numbers game after all.
