I wonder what is exactly illegal in that swap? What if another club has made or were willing to make a similar offer for either player? How can FIGC regulate players valuations? Moreover both players were on huge contracts.

Because accounting standards in general are made for it. Just like banking, brokerage or many other 'hard' to regulate exercises, that were maybe created with a different purpose, but nowadays are a license to steal. Clubs, especially the new 'superpowers' of oil and gas, are hiring those people and using similar loopholes exactly because they 'follow' the rules.

Maybe someone in the chain didn't get his 5 cents and wants his cut?

If this could rid us of Pavel and Andrea (wishful thinking) that would be the best news for the club in 10 years.
