There's thrifty and then there is stupid. Marotta needs to open up his cheque book eventually because eventually other clubs will catch up. We're clearly by leaps and bounds the best team in Italy but that's not an excuse to underinvest and get complacent. The team has the balance sheet and cash flow to support signings (contrary to both popular believe, we're running an operating profit, unlike many of our Serie A competition including Merda, Roma, and Milan), while Merda clearly doesn't and is relying on investment from the new owner, which isn't sustainable. We shouldn't be losing bidding wars against teams that are financially inferior to Juve, especially when the prices paid are reasonable.
Marotta needs to realize two things:
-You can't always get a deal, you sometimes need to pay a fair price for a quality asset.
-You can't always insist for an option to buy. Any investment requires risk, and the transfer market is no exception. Most teams that aren't in a rush to sell a player will want to sell the player outright. You will only get "problems" like Osvaldo or anally penetrated via Udinese who have made a business off financial engineering and monetizing players with mediocre talent.
