The one on the left means add reputation. If you really like a certain post of another member you click on it and give postive rep or if you don't like it, negative rep.

The reply button on the bottom right corner of a post is just a shortcut to the box at the bottom of the screen. Alternatively, you can click "quote" beside it, and you'll get into the advanced reply screen with that post already quoted for you.
The one at the bottom of a page is the quick reply box.
The add reply on the left is actually a reputation tool, as someone described. There are a few threads about it around. If you can't find them using the search, just ask.

Now I see, I never used that button before so didn't bother to look at it. I thought he confused add rep with add reply.
