Someone who is neglectful to her kid. I'd like to think that the person does love her child and want the best for them but the person is so fucked up she doesn't/can't even take care of herself.

Unless this person is very seriously mentally ill, I'm talking in the middle of a psychotic episode, I would say no, its no excuse for child neglect at all.
