It absolutely could have. One, the judge is fire, bro, I would eat her butt. And two, the FBI didn't forward information to the Miami Field Office to open an investigation. He was stalking staff of his school, he transferred schools six times in three years, posted and talked about guns a lot, made threats on social media and YouTube about shooting up the school, bragged about wanting to do it, had 45 separate calls from the local police and Sheriff's Office.....
