Honestly, I'm a little unclear over what constitutes someone getting an infraction or ban here anyway.

It's not too mysterious. People insist it's their business to know why xxxxx got banned. Typically they accumulate infractions that tend to expire after 21 days. You hit 10 points within that window: blammo. Auto-ban for three weeks.
