The oil is there, they just don't show the good pictures on the news.
But the skimming ships would measure quantities, which neither the government or BP want.

He thinks that whatever bad happens to BP, they probably have coming. The spill was due primarily to laziness and Haliburtan trying to save some cash.

Looking at the chart pattern, it's a big head and shoulders with a target around zero. I don't think it will head there unless the government really goes after them, which they won't. Or if the thing blows up again...

One of the ironic things is that this happened because Haliburten wouldn't follow procedure and shut the who rig down when the bit bumped back after they hit the gas pocket. To do so would have cost a couple million dollars. Instead they told the drillers to push through and BOOM!

So instead of paying a million dollar to restart the thing after the shut down BP will have to pay how much?

Not sure, but instead of fining Halliburton, I'd settle for seeing Dick Cheney beheaded on the Capitol Steps.
