Probably because the Indian government wants those jobs to stay there. If you start taxing up the wazoo then the corporation will just send their operations elsewhere.

The US government really has not cracked down on large corporate tax havens because it's owned by the corporations.

No, you got me wrong. Indian companies are taxed by the US government because it takes away jobs from Americans. But as far as I know, home grown companies such as Microsoft, Intel, IBM etc. are immune from such action. But IBM has more employees in India than Infosys. So shouldn't IBM fall under the same category as Infosys?

Oh, thought you were talking about the Indian government. But yes, American corporations will of course have to pay fewer taxes to the US government. Their donations to politicians get them elected, so the least they can do is give the big guys a reach around.

I don't think it has anything to do with jobs because if it did, the government would not have promoted so much outsourcing over the last two decades. It's all about corporate profits, IMO.
