Last FM's main purpose is to track the music you listen to and compile charts based on that. It also promotes social netowrking through music interests. It doesn't provide all music from all artists for free streaming. I guess Spotify and Pandora are mostly free music streaming sites, and don't track the music you listen to and create charts based on that.
