In general - yes, but there are exceptions of course. Ab-Soul, Kendrick Lamar and Joey Bada$$ are amazing , while R.A's Legends never dies and O.C's Trophies albums were great too. This genre is slowly dying, but it's not dead yet. I dread the day Rick Ross and Lil Wayne will be called the kings of Hip Hop.
