Because they are talentless hacks (atleast as MCs, Drake is decent producer) while thinking they are gods gift to Rap/hiphop music, trying to dismiss legends/veterans of the game as irrelevant because they sell more to teenie boopers, lol how delusional at potshots they had on Ludacris or Common etc (to make it clear, Common legend, Luda veteran). Drake (and Big Sean) said Luda is stealing their "flow" 
Is part of the basic culture of MCing (battle rap), you dont question/diss others if you cant have nothing to offer as retort when they totally embarrass you and show you up as the talentless hack poser you are. Atleast Drake usually makes whiny pussy radio interviews, some diss songs, but usually just that. While Lil Wayne actually is deluded enough to try to reply and totally embarrass himself lol.
