Well, regardless, id be happy to offer 15-17 for Shaqiri as opposed to 8 for Sneijder.
As I said in another thread, I think we'd be better off moving to a 4 3 3 of sorts. One winger wider the other Tevez with a free role.

How would Pirlo and Sneijder function in the same midfield, that is another question.
They wouldn't be able to play together. The midfield would be too weak and lazy. Pogba isn't really a typical wet work man. We'd have to play Marchisio and Vidal all the time and it wouldn't be enough. That's one of the reasons I don't like the idea of getting Sneijder. Are we really benching Pirlo for Sneijder? I know Pirlo isn't as good anymore he has his ups nad downs but I'll take him ahead of Sneijder I think.
What I don't like about Sneijder is that he'll make this team even more static and "central". We have no wide men except for fullbacks actually who can't beat their man and cross. We already have Pirlo and Tevez who prefer to play closer to the middle and there's always a CF (Especially Llorente who's only useful when near the box). Apart from that Pogba and Vidal suffer big time because they're entitled to move to a touchline which limits them a lot and leaves us vulnerable to counter attacks, especially when there's no Marchisio on the field and Pirlo is in the middle.
Getting Sneijder could make sense only if we're getting rid of Pirlo and want to play Marchisio as DM instead (Allegri at Milan preferred to have a strong DM and a 'creative' but also 'lazy' Boateng/Robinho instead of creative regista) so Sneijder would be our creative source playing closer to the goal:
Tevez - CF
Sneijder
Pogba - Marchisio - Vidal
But IMO we'd be better of with Shaqiri who also can play that role (yes he can and he does) but also could be useful once we move away from 4312 to a winger based formation which we should be considering pretty soon. Tevez leaves in 2016 and I can't see Pirlo staying any longer than that. We'll have to rebuild our attack anyway once those two leave. It's not that far from where we are now and we won't be able to make all necessary changes during one window. Proper wingers aren't too cheap these days and a player like Shaqiri while not being WC, could give us a hand as a short term starter or as a rotation player.
