Part of it is historical. It's also because of the parent forum it's in. But you raise a good point.

That's actually exactly what we do on another forum I'm on. We have a general international football section, then when there's a major tournament, we temporarily move the threads for the countries participating into that tournament's subforum. Granted, there are threads for many national teams over there, while here there's only Italy.
