That wasn't a routine handball in the box. Different sets of circumstances call for different sets of punishments.
They can make it a 10 match ban if a player saves a goal that way in the 120th minute and 100 times out of 100 the player will save a goal and accept the ban.
Violence, disrespect of the referee, racism etc...these things should and can be kicked out of football so FIFA is giving tough punishments in order to kick them out. But no matter what kind of punishment they give for a deliberate handball that saves a goal, they won't achieve anything and players will keep doing it.
1 match is all Suarez should get.
