Well i'm guessing they ten to exaggerate actual facts by adding fictitious elements. It's very possible that Moggi did meet with an official of Liverpool, that's his job after all, but the papers have no way to know certainly what was said, so they "put words into their mouths" to give the story some spice. If the papers didn't have anything to say, who would read them?
