They are not always readily available, and the education about them anyway is pitiful at best. The pill is a better option than condoms when it comes to birth control, and that is not readily available. It is much easier to be talked out of a condom on the night than being talked out of having taken your pill that morning.

Because contraceptives are a way of prohibiting the spread of many serious diseases which in the end may end up costing the state (or private employer, depends on the healthcare plan) much, much more in the long run than sponsoring a pack of trojans would. And do you have a source to cite that claim? In 2008 1.21 million abortions happened in the US (Guttmacher Insittute & CDC), and it's estimated that roughly 300-400.000 thousand women are raped annually in the United states.
