It is not about "not doing worse", it has to do with doing drastic changes because a fallen hero to be revived requires a lot more to do than just creating one.

Calling something a fallen hero certainly invokes a sense of sympathy, this team doesn't even deserve sympathy, 3 years ago yes because it was honourable, but not now.
