Cissokho has had some problems with Lyon, lately. I don't think he is untouchable there and maybe we could get him for ~20M or less.

I think it would be best to get solid options that don't have such a big pricetag like Cissokho. Not for now atleast.

Get Beck (7.5M), Cassani (12M), or VdW (15M) [not totally sure on VdW's price] for a right back.
And Zeigler (free) for a leftback.

Then we can unload on a superstar like Pastore, Sanchez, Neymar, Rossi, etc. and be sound in the back, but also very dangerous upfront.

I feel like if we break the bank in the back, we won't get anyone up front. (Maybe Gilardino) But we can go for cheap but yet solid options in the back, and get great players upfront.
