Even if Cesc joined Inter (which i highly doubt) it won't make much difference to us. If we manage to get back to our old mentality + orginization as a club. We can compete. Inter had probably the best striker in history (ronaldo) yet they couldn't do much against us.

If we can fix our problems first, we could take on Inter.
