He is not established yet, but far from unknown or undiscovered, but I still HEAVILY suggest this slick mofo, fills every criteria we need in that position. Winning awards like this doesnt exactly lower his price exactly, but dont think he would be too expensive:

I was about to mention Sessegnon (ridicolous dribbler, put him in a small cage with 5 defenders and a ball, and he'll never lose it ), but didnt want to be too greedy after already asking for Hazard.
