It is generally not considered racist. And the reason for this is ironically extremely racist. The idea is that Americans and Europeans are better off. Same with white people. If a black man calls you a no good white man, no court will convict him for racism. Not calling this sort of behaviour racist, means you are claiming that Americans and Europeans have some sort of superiority.

If I say that Wayne Rooney is looking like a monkey, no one would call it a racist remark but if I state the same about Eto'o it automatically means that I'm being racist towards him. As an Iranian, comparing to being called "an Iranian piece of shit" I'm getting more offended when the one who's calling me "the Iranian piece of shit" is being denounced because of using racist remark against me while no one cares when he is using the same term for an American or a European.

In a family, parents are paying more attention to the weaker kids and I believe that if someone thinks I'm weaker than a European or an American because of my skin color or my nationality, HE is the one who's being racist.

I think people do it, because they think that the inequalities in the world will go away this way. But I believe they will only grow. Time and time again you're letting people know you think less of them this way.
