    Actually he got banned for accumulating warnings, he has three warnings for writing in capital letters and three infractions for that. It took him SIX remarks to realize that he's not allowed to write in capital letters. And lately he's been insulting up and down. So yes, such a behaviour warrants one a ban.

    Why is writing in Capital letters an infraction of rules?

    WHY?

    It can be silly, but then agAiN it CAn
    be EffecTive. But it doesn't hurt anyone.
