iirc there's no upper limit, however the minimum commitment to stay in italy must be 2 tax periods. i have to check to confirm though.
There is an upper limit, it is 5 years for most workers, including athletes. I think it is 6 years for other categories like doctors.

How long does a foreign player get the lower tax benefit for?
It is not only "foreign players". It is any qualified worker who's been living outside of Italy for at least 2 years. For example, Moise Kean is benefiting from it. And Verratti/Jorginho would be qualified if they were to come to Italy now.

The investigation of the Milan Prosecutor is on the deals made by Inter as part of the Covisoc report on 62 suspicious concluded deals by several clubs, that include primarily Juventus who are also in the middle of the investigation by the Turin Prosecutor and Napoli.Investigation on the plusvalenza of Inter, search of the Financial Police in the Covisoc offices. I doubt that we’re in problems, the most suspicious deals are working in our favour. Arthur is close to becoming a starter and Portanova plays a lot at Genoa. Rovella became over time one of the most interesting prospects in Serie A.
and there's still no objective way to define the value of a player.

as we stated many times, that sketchy ronaldo contract that may or may not exist and the wiretaps were the real risk. plusvalenza in itself isn't illegal, and proving bad intent is practically impossible.

According to Gazzetta , this is UEFA & ECA new agreement : Up to 36 CL clubs with at least 10 games for each. Revenues increase by +40 % , rising to 5 billion euro!

According to Marca , UEFA has sold the UEFA 2024-27 comps for 15 billions which is an 40 % increase. 51 % for UEFA , [and just] 49 % for the clubs!
