Yup my town has one of those as well, it's called the 'blowboat'. You've got to be 18 to get in though.
In Amsterdam. I was in a cafe not so long ago, where you can get good beer at a very low price and you may blow freelly as well.

get to austria, man. Its quite expensive, but we always get it from the Netherlands and in the last time we got some homegrown. Thats special quality!
