So....did they formerly figure that his parents just took a nice, long, 17 year vacation?

Probably. They figured he was their main suspect so they shouldn't gather any more evidence, because he was guilty anyway ("who needs fingerprints when we have a suspect?"). What must have happened next is that they couldn't get him due to the obvious lack of evidence. No judge is going to lock you up simply because you're the only one of the family that is still alive. After 17 years they decided to throw him in jail anyway, after "reinterpreting" the evidence they didn't have.

One can only hope that it's a poorly written article.
