Apparently Lazio will be fined and the Curva Nord (where the Ultras stand) will be shut down for a game. Should be made official soon.
Good that they did something, but in the end it won't help change anything unfortunately. It sounds harsh but they should just move on to banning people guilty of racism permanently from the stadium, once that happens to the first wave of people it might scare others into stopping. Otherwise people aren't going to care if the club just gets a small fine or has to play one match behind closed doors.

Also, hope those two fans make a full recovery. Fucking disgusting.

Not harsh at all. Actually, it's the least thing they should do.

With the major crackdown these days on access to stadiums, ID cards, and the like, one could only hope that the offending individuals would lose their rights to attend future matches.

I meant it sounds harsh in comparison to the jokes of punishments that exist now. But it really should have been something introduced a long time ago.

Of course if they ever did introduce something like that, we'd never hear the end of it from ultras groups saying how they're being oppressed. I agree with them on some issues, but whining that they're not allowed to be racist assholes anymore would NOT be one of them.
