Calciomercato writing that Citizens will pay 32M which is 2M more than his release clause. Doesn't make sense.

They are so desperate. Its like they have to sign a star striker at all costs every summer. And hijacking other clubs' market plans is their way of doing business i suppose.

If Jo-Jo goes there, mark my words,he wont stay for long. Its going to be another Balotelli situation all over again.

Doesn't matter. Competition can offer 30M and it will still be accepted as they meet release clause.
I dont think he has any 'official' release clause in his contract imo.The price is just set as an agreement(by the Viola board) between both player and club which will let the player leave if somebody meets that price.

But if 2 or more teams offer that same amount, is it first come, first serve, or wouldn't they actually have to bid as they would a normal transfer?
Once the release clause is met club must accept transfer. Now it's up to a player and a future club to negotiate other terms, salary mostly. There is no bidding war.
Most players agents get basic agreement over those matters before bid is accepted.

30M was mentioned lot of times as his release clause. I'm not certain is it really just an oral agreement or there is a paper trail.

I'm pretty sure its an oral agreement only.(I dont have proof but i have read a lot of times that its just as a gentleman's agreement between both player and club which will let the player leave if somebody meets the price.Really dont think there is any sort of clause in his contract).

One funny thing Jovetic as a youngster played for a club called Mladost translated in Italian it's similar to Juventus. Both have same meaning.
