it's galliani that makes the deals happen, not silvio ... berlusconi provides the money, which isn't everything, and gets to brag about it in the end.
A lot of clubs could afford Ibra last year, even more than Milan, but Galliani made it happen for Milan.

Juve, for instance, has had a good deal of money to invest over the past 3+ years, some years even more than Milan, but what matters in the end is what you do with that money.
