yeah thats a hell off a lot money, but i wanted to buy him, this is probably the biggest transfer i ever made in manager, and it will be the only one, no more big spending on one player

Tips : Find Scout with 20 Judge Potential Stat.

Go to Player search. Set filter age is at most 19 or 20.
select top 100 players(click the first , go to player #100 hold shift and click) , then right click get scout report from the scout with 20 Judge potential.

then after some weeks/months , go to his scout report and sort based on Pot A.

Collect all the player with 5 stars or more.

Try offer him a new contract which gives him appearance bonuses etc, and a higher wage. If it doesn't work leave him in the first team for a run of 10 straight games, praising him whenever possible, then offer a contract

stay bidding and praising him through the media, if he says he likes your praise he will eventually join, if he doesnt he won't

If his scout report said he is extremely interested to joining your club. do what M_C said.

praise and declare interest to that player to make him unsettled.
