Labotka didn't even have the ball. It was a straight race to a 50/50 loose ball and Milik got the touch. I don't see how anyone can see a foul, let alone a clear and obvious one.
It’s the millisecond before this that the ref has given the foul for, you may have missed it but Milik actually got an axe out of this pocket and hacked the Napoli players shin off. He then got the ball in a 50/50 challenge but it was the attempted murder prior to this that the foul was called for
