i don't remember the situation. i checked the video @Alex-444 shared and it has some issue right at that time (around 47:10) so i cannot tell.

general rule is that they can use var in 4 situations:
- awarding a goal
- awarding a penalty kick
- direct red card
- wrong player punished

they only check offsides with var if an action with a debatable offside situation concludes in a goal
