Poor Serie A attendances are always blamed on old italian stadiums and even when you upgrade them people do not come.Its not the stadiums its lame style of football that is ruining Serie A.
And the financial reality of the country itself (average salary vs ticket prices), plus habits of viewing where pay per view/TV viewing is common. Harder habits to attract fans from then the more well built foundations in England and Germany who done great job.

I think the style really does affect poor attendances. Watford vs Stoke was in tv and it was actually a pretty entertaining game.
And many other games in England are kick and rush rubbish. But I can see why that sort of thing will appeal more to any casual viewer.

Federcalcio President Carlo Tavecchio believes an 18-team Serie A would improve the quality of Italian football.

The head of Italian football’s governing body has long been an advocate of reducing the number of teams in the League but has encountered opposition to his plans.

Though he initially intended to bring about the change 'by 2016,’ he now accepts it could take up to five more years.

“It would bring an increase in the technical level of the teams and the fans who turn up,” Tavecchio said when questioned on the benefits of an 18-team League.

“This week I will meet the Leagues in order to give a 'gentle push’ to the initiative, but it will not be easy.

“Clearly it cannot all be reduced in one year, but it needs a four or five-year plan.”

Tavecchio then revealed what he believes would be the ideal structure for the top three tiers of Italian football.

“18 for Serie A, 20 in Serie B and two groups of 20 in the Lega Pro.”

The 73-year-old also discussed Sunday night’s match between Inter and Juventus, saying the Nerazzarri’s 2-1 win is good for the League.

“They told me that San Siro broke the spectator record, it makes me pleased.

I have always had a soft spot for the Nerazzurri, now the League is becoming interesting and Inter will have their chances like everyone else.

“The League needs its big cities and big stages, which need to be in the mix to win.”
