Didn't Georgia used to have those as well? I'm not saying I don't trust them, but those are usually high end facilities which are quite expensive. Seems weird that shitty countries have them in the first place. When I say shitty, no offense to anyone, I mean mostly economically wise.

having a nuclear power plants doesn't mean that you have nuclear weapons
I know the difference. funding 8 labs in Ukraine and all over the former soviet block where oversight is non-existent or can be bought is not a sign of honest intentions. Of course it's not a guarantee but it won't be the first
