It is quite more expensive to research local viruses through investing billions of dollars in the infrastructure which in those countries should be built up from the scratch, adding employees, local taxes etc. In turn, having samples of local viruses as you call them, can be virtually for free to research in the US, as you will need to pay the transport only.

So no, that is not a good excuse.
