was it because of neddo that FIFA/UEFA implemented the rule that a player cannot miss the final due to cards? i'm not sure of the exact details but was his case one of the primary catalysts to change the rule?

Im not sure, but many players before him missed the final. The one that comes to mind is scholes. So maybe they started to take more notice of it after his incident, and then acted on it.

it's reasonable to think so, because he was one of the key players in team and one of the best in the world in 2003. Nedved was a big strength no doubt and his absence was vitally important for the result I think.
