nonono how will you have food if the people in your country are ignorants and illiterate, they cant have jobs, and if they cant have jobs they wont have food, or will you give it to them for free? health: they cannot be healthy if they dont even know some hygene rules, plus you wont have hospitals because you wont have medics because you dont have colleges/educated people. thats why education goes first! and you need to have a big middle class, then a small high class with a small low class.
