I think the more important part of the PSG fine was the reduction in their CL roster size. If I remember correctly, it was forced down to 21 players for UEFA competitions.

That's where it will really hurt PSG. They can only register 21 players for CL. And if they continue with this type of reckless transfer behavior, I can see UEFA taking even more drastic steps.
