He just doesn't fit there imo. And it's not like he'd be an upgrade over Pedro anyways. It looks like a case of Barca buying for the sake of it. Probably just a rumor though.

Express claim Barca have pulled out of the Sanchez race and are focusing on Rossi and Mata.
Spanish press has Guardiola calling Sanchez and telling him not to worry, he will play for Barca.
Pep seems to see Afellay as not fitting his system, so I would expect to see him leave Barca soon and they would be looking to replace him ... Mata could be that replacement.

Afellay could be available for a pretty low price this summer :)
