I wonder if the mayor had a personal conflict with Howard...once he made the comment about his own "administration of a fund" it became open season on the poor guy. If he was directing the comments towards a council full of blacks I might be suspicious, but this is too much.

If it's a word in the english language, and it doesn't have a bad meaning, it just sounds like a bad word. It would be rediculous to not use a word just because of ignorance of people. I guess if you can't say "niggardly" in english, you shouldn't be allowed to say "Negro" in spanish!
