What's so hard to understand about having hair and wanting it cut well. Toni&Guy isn't a snob rich person stylist. It's a trendy one, who give you the latest hip trendy haircut so you can to totally rock and roll. I'd pay less and go somewhere cheaper if that was an option, but it's not.

Well we have reliable water supply(water from sarajevo is one of the best in the europe) and we also have electricity 24/7, but we don't have highways at all

TBHM, Bosnia has one of the biggest and by far cleanest water supplies in Europe, perhaps the world, as well as big electricity reserves.

I mean, rare are the countries in Europe where you can sefely drink tap water. We have the cleanest water in Europe.

So what? Let the man spend his money on a haircut. I shave my own head three times per week, at no cost. But, then I blow a shit load on cigars. We all waste money on that which makes us happy.
