I don't know if Juve- Inter is still called Derby d' Italia because they were the only two teams in serie a soccer that never went down to serie b..Since, Juve went down to serie B is it still gonna be called Derby d' italia or a regular match like agianst Milian or Roma?

It's called derby d'Italia for a different reason. It was called derby d'Italia even at the time when Milan also wasn't ever relagated.

Juve and Inter were the first ones who won 10 scudetti. Inter won their scudetto number 10 in 1966 and they became the second team in Italy after Juventus that won 10 scudetti. That was the reason Gianni Brera, an Italian sport journalist, in 1967 to call Inter-Juve "Derby d'Italia"
