That system kind of existed already in the US.

If you invested 1 million (adjusted for inflation I believe, so no idea where it's at now) in a new business and you create jobs for Americans, you get an investor visa. So the idea is not new. Trump just made it worse by dropping the investment and job creation requirements. Rather than have this money be of benefit to Americans, he wants to cash in himself.

as far as i know, you had to invest though, and you also had to have a national security clearance. didn't come with murican citizenship either

if that's the same system the russians pushed in hungary (and i don't see no reason why it would be different, the idea is very similar at first sight), then you can safely say that they are selling out the citizenship to anyone who pays enough. it has the very same contradiction with the immigration policy of the country though than it has in hungary: the state is openly anti immigration, with an asterisk. when you're wealthy enough, you're welcome. that's the very definition of hypocrisy. and of course they'll run the program via an own agency, so as you're saying, it will be a corrupt program, just like it was in hungary. and also a national security nightmare for a potential trump successor (if there's ever be a democratic election in murica again, that is)
