I do believe it was just an awkward gesture of an awkward man. I do not believe he has a crew of skinheads or high- ranking officials who he greets with roman salutes each day, but hides the truth from the public to appear normal and just had a little slip to reveal his true intentions. He's not smart or controlled enough for that.
It does not mean, that he's not a fascist though. He is, weather he realizes it or not. Fascism is not swastikas, nazi salutes or hating jews. Hitler too was elected by people. Normal, law abiding and in general smart people, most of whom would have been against exterminating a rase or two.
Fascism is a far right ideology (check), usually funded by big business (check) with a ultranationalist dictatorial leader (check). Autocratic in the final form (remains to be seen).
Main beliefs: aforementioned ultranationalism followed by militarism (very much on the horizon already), strong belief in social hierarchy (i mean come on), suppression of individual rights for the "good of the race/nation" (already happening).
The new regime is fascist to the very core, there is no argument about it. How far they will take it remains to be seen. So far their insanity was met with thunderous applauses from their voters.
