Is there a way to remove an msn contact permanently, I mean not just the list, from the "privacy" tab too..

yeah! When you right click the contact from the "privacy" tab, there is delete option in the list, but it is uncheckable.

If you're using the 8.1 version,then you can delete the contact permanently.

First Block the contact,then delete him.The contact will appear in the 'non-instant messaging' group after this.Then delete the contact from that group.
